Legal Counsel (Europe)
The Investigations Counsel, Europe leads Nokia’s compliance investigations program from the Europe region. The Role reports to the Head of the Business Integrity Group. In addition to having a at least 7 years of relevant experience, this position requires strong working relationships and extensive collaboration with regional stakeholders – including country and regional legal counsel, regional market compliance leads, and business leaders at all levels.
The Investigations Counsel, Europe, is responsible for conducting investigations into reported violations of Nokia’s Code of Conduct and the laws of the countries in which we operate. The Role will also coordinate external vendor activity (external counsel and other professional services firms) where necessary. Importantly, the Role is accountable for promoting and monitoring compliance practices and for embedding a culture of the highest ethics and integrity through coordination of robust remediation planning and implementation following compliance investigations.
Major Responsibilities:
Provide legal oversight and directly conduct internal investigations into allegations of Code of Conduct violations across the Europe region, principally, and other regions as needed.
Oversee work performed by forensic investigators and other investigations professionals.
Conduct and support compliance risk assessments within the region alongside other compliance professionals.
Design and implement tailored compliance initiatives to address any identified trends of misconduct, root cause analysis and other risk mitigation needs.
Ensure that all compliance and business management teams receive periodic feedback (through written and oral presentations) on the investigations activity within the region.
Respond to and monitor government investigations and proceedings involving Nokia; generally, monitor regulatory enforcement activity within the region and the industry.
Contribute to periodic Compliance Operating Reviews (deep dive risk assessments) for countries within the region.
Contribute to the development, revision or implementation of corporate communications, policies, and training relating to employee conduct.
Support and coordinate efforts with other parallel investigations or oversight programs within the company – including HR investigations and Internal Audit.
Support compliance due diligence and approvals activities (e.g., third party screening, gifts/hospitality, sponsorships & donations) as needed.
Minimum Requirements:
7+ years substantive investigations experience gained at a large law firm or listed company
Language: Strong written and verbal skills in English required; second language advantageous
Qualified lawyer in good standing with current license to practice in UK, France, Finland or Germany
Experience and understanding of compliance issues in the telecoms (or similar) industry
Strong knowledge of key anti-bribery legislation including the FCPA, UK Bribery Act and other applicable legislation
Experience conducting, analysing and/or making decisions and recommendations based on compliance due diligence
