Job Role Description

Quality Management for Radio Network Implementation projects, comprises the development and implementation of the Project Quality Plan and Project Health & Safety Plan and related procedures and methods. Contains undertaking of quality planning, assurance, control, and initiates improvements. Ensures that the engineering aspects of quality assurance requirements for radio network implementation services are met.

The Quality Manager is responsible for the alignment of Project Quality Plan with the Customer and Nokia goals. Acts as interface with the Customer in terms of requirements, feedback and customer satisfaction. Acts as interface with Service Suppliers in terms of requirements, qualifications and performance. Takes care of process tailoring, establishes and maintains quality assurance guidelines and translates them into procedures and methods to check and improve services, materials and components. Ensures that all-mentioned are in compliance with Nokia quality standards and KPI’s (Project Site Quality Index, Zero Defects, Health & Safety Index). Reviews and evaluates processes from diverse performance dimensions (speed, cost, efficiency, reliability, utilization, value) and aligns with business targets accordingly. Derives, designs, and implements process improvements and ensures complying with company quality standards and regulations.


Job Key Tasks & Responsibilities

  • Plans and manages Quality and Health & Safety control and assurance activities for customer projects.
  • Acts as primary internal and external interface and first escalation point for project quality management.
  • Develops and optimizes project processes together with Project Manager and Project Management Office.
  • Supports project cost management by analyzing cost of conformance and non-conformance quality.
  • Develops, maintains and monitors the execution of project- / customer-specific Quality and Health & Safety plans, ensuring alignment with Customer and Service Suppliers contractual requirements.
  • Contributes to development of project-specific delivery standards and customer acceptance criteria.
  • Organizes enabling of Service Suppliers teams for new services’ scope or new technology.
  • Supports Project Procurement in Service Suppliers’ assessment process.
  • Ensures proactive quality improvement actions by analyzing the project progress and feedback from the Customer.
  • Defines and follows up corrective actions in close cooperation with project team, Customer, Service Suppliers and respective Nokia functions.
  • Ensures all quality-related risks and opportunities are defined, analyzed and mitigation actions are executed.
  • Plans and organizes lessons learned and root cause analyses to implement continuous improvement measures and actions.
  • Ensures all quality-related tools have been set up, are up-to-date and available for the customer project team.
  • Ensures all quality related reports required for the project, has been created and shared in project and with respective Nokia functions.
  • Supports the project closure and / or handover as required.


Key Competences

  • Minimum 5 years' experience in radio telecom implementation projects for mobile networks, experience in SA&P in telecom projects
  • Site Engineering and Roll-out experience with radio sites infrastructure: 2G/3G/4G/5G base stations (new and swap), antenna lines, power systems
